What Canadians are living through is not random failure or bad luck stacked on bad timing. It is not incompetence compounded by circumstance. It is a method. A governing pattern. A repeatable sequence of moves that appears chaotic on the surface but is remarkably consistent underneath.

The most important detail is this. The crisis is never actually resolved.
That is not a failure. It is the point.
A solved crisis removes justification. An ongoing emergency grants permission. Permission to bypass scrutiny. Permission to centralize authority. Permission to move fast and explain later, if at all.

Once urgency is established, language must be reshaped.
Words that once described reality are repurposed to enforce compliance. Questioning becomes misinformation. Skepticism becomes harm. Opposition becomes danger. Obedience becomes compassion.
This is how debate is ended without being banned.
When the meaning of words is controlled, disagreement itself becomes immoral. People stop arguing policy and start defending their character. Silence follows shortly after.
A population that cannot speak clearly cannot resist clearly.

Oversight technically exists. Practically, it dissolves.

Confusion is not a side effect of this system. It is the safeguard.

Elections still happen. They must. But once institutions are captured, elections no longer threaten the system. They merely change the tone.
Power no longer sits solely with elected officials. It resides in the machinery around them.

A divided public cannot coordinate accountability. People spend their energy fighting each other instead of examining power.

I would suggest the Institutions remain captured throughout the process. At no point are the institutions "uncaptured" so to speak. The fiction of the public service being nonpartisan is belied by the political activity of public service unions.
